ok ok ok... Pokemon XY, Imposter Ditto EXPLAIN

What stats change and what stats stay the same, what evs and ivs change and stay the same.
Also what's the best set (ev's, nature, held item etc)

Someone told me before that you should put 16 evs into speed only because it would copy the other pokemons stats and out speed because... 16 more evs.... but this person is kind of an idiot that tried to tell me Garchomp was banned in xy sooooo whats right and what's wrong... does anyone know?! :O
