All of the cats are fake out abusers and support pokemon. Each one has different tools to utilize and are equally viable.

Persian: Let's start the guide with the original gen one cat. Persian has access to technician which boosts fake out to scary levels. With a normal gem fake out hits around 120 base power. While it doesn't have access to thunder wave it can utilize taunt. Technician boosted fury swipes has the potential to hit 202 base power if it hits 5 times. U-turn can also be used to quickly get out of a bad situation.
:Abilities
Technician: boosts moves with 60 power or less by 1.5. Most useful ability on Persian because of the huge boost in power fake out gets.
Limber: An OK ability as it prevents paralysis from ruining Persians day but you miss out on the power technician gives.
Unnerve(HA): very useful ability as it stopx the opponent from eating Berry's while Persian is on the field. This helps if your team needs help against common berry eaters such as tyranitar.

Fake out lead
Ability: technician/unnerve/ limber
Item:normal gem
Moves: fake out, Fury swipes, taunt, U-turn
Evs: 252atk 252speed 6 hp
The ability on Persian is preference because all of them can be useful. Technician is the ability I prefer because it makes fake out hit so much harder. Overall use Persian to disrupt the opponent with fake out and taunt.

Delcatty: Delcatty is an interesting fake out user and supporter. It gets the amazing ability wonder skin which makes non damaging moves like whirlwind,taunt and thunder wave lose 50% accuracy. This gives delcatty a different niche than the other cats. It has access to thunder wave and helping hand which makes it very useful and annoying. It is very slow and frail so you need to rely on the fact that wonder skin can allow you to dodge status conditions. Sucker punch helps get in priority damage and thunder wave+ swagger can make an annoying combination.

Abilities
Cute charm: A wasted ability on something as frail as delcatty. Cute charm may cause the attract status if a pokemon of the opposite gender makes contact with a move.
Normalize: A kind of ok ability but outclassed by wonder skin. Normalize allows you to hit ground types with thunder wave which might suprise them. Normalize turns all of the moves delcatty uses into normal type moves.
Wonder skin(HA): An amazing ability for a support pokemon to have. Wonder skin causes non damaging moves targeting delcatty to lose 50% accuracy. This helps it dodge status like taunt and paralyze which usually ruin it's day.

Moves: Fake out, Thunder Wave, Swagger, Sucker punch
Ev's 252hp 252 speed 6 atk
Basically use this to fake out and disrupt one pokemon and then annoy them with thunder wave and swagger.

Purugly: Purugly is a fast supporter with taunt fake out and charm. Body slam can be used to attempt getting paralysis on the opponent. It has thick fat to give it two resistances it would not normally have. Own tempo and defiant are also nice abilitys but are situational. Own tempo can be used to dodge swaggers while still getting the attack boost. Defiant can be used to dodge hitmontops intimidate and get a free boost from it.
Abilities
Own tempo: This pokemon can't be confused. Useful for dodging those swaggers.
Thick fat: Fire and ice moves do 50% less damage. This gives it resistances to two types it would normally be neutral to.
Defiant (HA): Raises attack by 2 stages when any stat is lowered. Because purugly is meant to be your lead it can't switch into stickyweb for this but other leads like fake out scrafty and hitmontop use intimidate.

Moves: Fake out,Swagger,Taunt,Charm

Purugly can use fake out to damage and then neuter physical attackers with charm. It can stop pokemon from setting anything up. Swagger can be annoying to get through as well. Pair up purugly with anything that needs extra help setting up. You can also pair purugly with a own tempo attacker. Swagger the own tempo user and give it a 2x boost in attack without confusing it.

Liepard: A fake out user with prankster is always nice. It's support move pool is wide so there is a lot to choose from. Foul play can be used to hit attackers decently hard as well. With access to prankster substitute to dodge damage it could run a swagger thunder wave foul play and substitute set. The set im showcasing here is fake out foul play thunder and taunt.
Encore can also be used to lock other supports into unappealing moves or to counter trick room setters.
Abilities
Limber: Prevents paralysis. This ability would be nice but is a lot less useful than prankster.
Unburden: Doubles speed when held item is used. This ability would be good but again less useful than prankster
Prankster(HA): Moves that do not do direct damage have increased priority. This and liepards extensive support move pool make it a very disruptive pokemon.

Meowstic: Meowstic is interesting in that it get's two different movesets and hidden abilitys based on gender. They can both fake out well but the male one has prankster. Prankster light screens, Taunt,Yawn,Ect. The list of it's supporting move pool goes on but I feel like we should jump into the abilitys. It also get's helping hand . Female meowstic can use calm mind+stored power combo with some other supporting moves. Each calm mind boosts stored powers base damage by 40. Competitive also helps it get even more free boosts.

Abilities
Keen eye: Not the best ability in the game. With gen 6 updates your moves ignore evasion though. Your accuracy can't be lowered either.
Infiltrator: A good ability since it allows you to ignore reflect light screen and in gen 6 you pass through subs. Outclassed by prankster on male meowstic.
Prankster(Male HA): Increases priority of non attacking moves by one. This helps meowstic be more of an annoyance by having priority swagger thunder wave and other status moves such as yawn which almost always forces a switch.
Competitive(Female HA): Great ability as if you switch in on sticky web or get an intimidate pokemon to switch in on you it gives you a free nasty plot boost. + 2 sp attack when any stat is lowered.

Ability: prankster
Moves: Fake out, Yawn/Thunder wave, Taunt,Swagger
Ev's 252 hp 132 def,120 speed
Meowstic has plenty of other options to use over this but this is what I would run with lead meowstic(male) Helping hand can be used over swagger or yawn/thunderwave.

Moveset(Female) Boosting stored power
Item: Leftovers, lax incense
Ability: Competitive/infiltrator
Moves: Stored power, Calm mind, Fake out/protect,barrier/psych up
Ev's 252 hp, 252 speed 6 sp atk
If meowstic is allowed to set up it will be able to hit for massive damage while being tanky.
Let's start with some stored power info. With each calm mind/barrier stored power goes up 40 power. Meowstic can get to the cap of 860 easily with the right support.
