So I realize that this kind of relies on a couple assumptions of my own about the Pokemon universe, since I'm not too versed in the anime.

Here are some updates:
This question only refers to mottos said during season 1 of the anime.
This question assumes that Jesse and James are idiots and have been reciting the Team Rocket motto wrong all along. Towards the end of the season, other team rocket members recite a much more devious motto.
