LF Empoleon and clefable

Hi I'm looking for an empoleon with defog and a clefable with soft boiled I have loads of pokemon to offer for them.

Are those like event moves? I looked them up at Bulbapedia, and there´s seemingly no way for Empoleon and Clefable to learn Defog and Softboiled respectively. If it was a matter of breeding I´d do that, but they´re not listed as Egg Moves either.

They are transfer moves that the pokemon can only learn in earlier generations
