Closed Soft Boiled Clefable

I am trying to build a competitive team in game and want the move Soft Boiled on my Clefable, but I cannot find how to get the move learned. From what I have researched, you have to use Fire Red or Leaf Green and trade up. Is that true? If so, does anyone have any suggestions on replacement moves?

Depends on if u want it a cleric or not I would go with wish

I am using it as a defensive sweeper. The set up was:
Clefable @ Toxic Orb
Ability: Magic Guard
EVs: 252 HP / 252 Def / 4 SpD
Calm Nature
- Soft-Boiled
- Cosmic Power
- Stored Power
- Moonblast
I used soft boiled to help it gain health mainly during the set up process. I would use Cosmic Power a few times, use Soft-Boiled, repeat. I am worried that Wish, since it take a turn to hit, would be too late for that purpose.
