I can make exactly this. There are many different cleric variants. It really depends upon what your team needs. If your team is crippled by status, Heal Bell is an option. Vaporeon can learn Heal Bell. If you can't decide exactly what you want, I can just make both versions for you. Since all I would have to change is one move or a couple EVs, I could do it for 40 PC rather than the normal charge for two Pokemon from a generation 5 game.
