Despite getting an average Special Attack stat, it is definitely still usable with Choice Specs. This, combined with a Modest nature, 252 EVs and a good moveset is going to be hitting with a lot of power! Of course, you also want speed, so max speed is also put on the set to outspeed as much as possible. Now, down to it's moveset: Echoed Voice, combined with the power of Specs, boosts in power every time you use it, so you'll be dealing massive damage just over a few turns! Flamethrower and Ice Beam are used for general coverage, so overall, you can deal effective or super effective damage to a lot of 'mons! Finally, Shadow Ball or Psychic is your option for the last slot, with Psychic being able to deal heavy damage to poison and fighting types like Mega Venusaur and Conkeldurr, whilst Shadow Ball can hit opposing ghost types like Gengar! The ability, Serene Grace, also gives you the power of getting extra burns/freezes with Flamethrower/Ice Beam respectively, or getting more Special Defense drops with either of the last two moves!
Another variant of this, albeit a more bulky version can work by using the Assault Vest, to boost Blissey's blistering Special Defense through the roof, when combined with its HP! A set you could run would be:
248 HP / 200 Special Attack / 60 Special Defense
