Yes there is a couple of sevens in those stats. Don't know what is the fuss about it, is this rare?

Anyway I guess it's imposiblle to go all 7.

It's because of how the base stats are set up. Since chatot is the only evolution in it's line it will have some 7's.

Anyways, So it will only happen to pokemon that doesn't evolve?

Sometimes mattering on what the base stats are. Chatot has a 92 and 91 speed and special attack respectively causing those two to show as 7's instead. Trapinch is a first evolution and has 100 base attack so it would also have 7 but in attack.
