Phione is the counterpart to Manaphy. It's stats though are lackluster compared to Manaphy. It is considered a ripoff of Manaphy and can be used in OU, but why would you do so in this generation?

I have zapdos but I will not trade it for a phione since I have one and it's pretty useless
