Shiny jirachis come starting at level 10. The heart stamp variant, however, only comes at level 100, and is not shiny. Also, event pokemon, so no custom OT.

Hello hopefully i am doing this right. and made the assumption this is ok for X/Y too. please let me know if i provided any incorrect information (also levels do not matter) also if its less then 1000 poke credits will happily pay the 1000 anyway thanks for your time.

I believe it's buy 5 get one free, and it depends on what you buy. Buying 5 premades gets you a 6th premade free, and buying 5 customs gets you a 6th custom free.
