They have different roles in the battling scene. Swampert can be used as a bulky attacker that can help get up stealth rocks while easily taking hits and dishing out damage. Azumarill can either be used as a wall breaker with a choice band or a setup sweeper with belly drum. I wouldn't say either of them were better than the other because it really just depends on the situation. They are both great Pokemon so either one could greatly help your team.

So which Pokemon should I use it's so hard to decide.

It's 50pc, but unfortunately I cannot give it drill run because it learns it as an egg move in Pokemon X and Y only. :/

Sure, If I get it defog it can only have swarm as it's ability since it only learns defog as an HM in DPt where hidden abilities didn't exist.
