You can leave Gardevoir's EV's blank or do whatever, wasn't bothered. Moves that are blank just leave blank. Cheers Bud.

Pokegen means Pokemon from the previous generation of pokemon.
Black/White/BW2 also Rayquaza(V-create), Mewtwo(shiny), Arceus, Kyogre(shiny) will have to be pokegenned.
Zekrom can only be shiny in ORAS and thus will cost more
Also Arceus cannot be shiny at all neither can the Rayquaza you asked for because it is an event pokemon that was shiny locked.
