It needs to be an eevee if you want it level 1.
1500 PC total.
As long as it's a shiny with perfect IVs and modest nature, I'm fine with it. Bonus points if it could be in a dream (or heal) ball or if i could even hatch it myself, but that should be too much to ask, i reckon.
