You can only register if there is an unmade gym. Like if someone deleted their gym thread.
To take over a gym post on current gym thread (of the type you want) with your challenge to take over. If they do not reply within 7 days the gym is yours, if they do best 2/3 wins the gym.
Gym threads don't get stickied because they change leaders to often

PS you don't want Poison gym, there's no legendaries
Leaders don't get a legendary, they get one uber pkmn. That means that the Poison Leader gets Mega Gengar

If you would like the poison gym you can challenge the current leader to a battle for the position.

Umbreon is correct.
The ubers list is not just legendaries and you are able to use mega gengar if you wish.

I challenged MaliciousMango first, and although he responded that he was ready to battle, we never did. Does that mean that I'm first in line?
You also challenged for the water gym and never took the gym after you got it for inactivity.
Doesn't that mean you should take a look at that?
