There was no specification on primary or not, though if we are going primary then Starmie has this in the bag.

Rotom W is debatable because it has only one water move and more electric moves like volt switch, thunder, thunderbolt, discharge, thunder-wave.

I think a better argument is that it only learns one water-type move, but that is what cool guy water-type does. (⌐■_■)

Swampert is an ehhh pokemon in VGC. Gastrodon was way better in 5th gen VGC. Gastrodon though is gone forever probably.
