Genning will still be possible whether the GTS exists or not. There are other methods that accomplish the same thing, some require a small bit of hardware.

As far as I can tell, Pokemon from Gen 1 - 5 will be available for genning indefinitely unless Game Freak decides to cut transfers from B/W/2 or a cheat device company releases codes for XY and future Pokemon titles.

no, some people thinks that shutting down ds connection by nintendo can prevent pokegen to exploit pokemon in the game
