Closed Ongoing In-Council Tiering Discussions

I am posting this because I feel that it is important that people not on the council are in the loop with regards to ongoing discussion. Basically, the tiering council will update this thread with ongoing discussion topics, and we will also make a note of when discussion closes without any change made.
