1: A mindgame is "a series of deliberate actions or responses planned for psychological effect on another".

2: Rock Paper Scissors is not a mindgame, and using mindgames is not the best or easiest way to win RPS. A better way is to read your opponents muscle movements. If your reactions are quick enough and you watch closely enough, it's possible to see whether your opponent will pick rock or paper/scissors by muscle twitches that will or will not occur in their hand as they lower it. If the muscle twitches occur, they will pick paper/scissors, and you can pick scissors to win or tie. If the muscle twitches do not occur, they will pick rock and you can pick paper to win.

3: Pokemon is not a mindgame, although mindgames are often used in Pokemon. Pokemon is a strategy game, and you do not need to do things to trick your opponent into predicting incorrectly to win. Further, trying to predict your opponent's next move is an element of a "strategy game", not mindgames. Additionally, the luck elements, or "hax", of Pokemon does not mean it is not a strategy game. Luck can actually be accounted for in a strategy, factored into the best/worst case scenarios just like anything else.

4: One is not "more" competitive than the other, they are just competitive in entirely different ways, and test entirely different skills. Strategy is almost non-existent in RPS, and reaction time is largely unimportant in Pokemon. The two games are "incomparables".

LAST NOTE: Technically, a "mindgame" is not actually a kind of game.:p
