Reset bags can be found be going to the super training screen and continuously hitting the default black bag. Or I could attempt to farm berries and get the berry juice that resets evs. The second one would take a lot more time since I have none of the berries needed at the moment.

If im going to reset bag all the base stats and ev will be 0

Just the ev's the stats will just go back to the base stats. When you trained them to 100 they got random ev's from whatever you defeated.
